That's literally how things are in Finland. But it "wouldn't work" in the UK. Because anything that doesn't allow the rich to get an advantage "doesn't work". This is also precisely why comfortable centrists want to abolish the NHS.
If you banned private schools, state schools would have to be better, because rich parents would make the government make them better, having no other recourse.
