i think a big reason holding them back (because yoship has alluded to this with island sanctuary, even) is the players who do have current housing and who will throw a baby tantrum for losing the prestige of it.

It is well past time FFXIV housing became instanced, man. I get what the vision was supposed to be, but the player to housing plot ratio in neighborhoods was laughably low, and I'm sure they knew this. Suck up your pride and acknowledge what will make players happy, you will see subs flock back in.
