while i am always looking for a charitable take on a bad situation, as i believe strongly in hanlon's razor, there's another principle at play:

The federalist papers were pretty emphatic that abuse of the pardon power for personal political loyalty was exactly the sort of thing the impeachment process was for. If only House and Senate GOP had institutional loyalty to their duty to the Congress and its role instead of to their party leader.
