If you're a Democrat who's resisting the increasingly popular calls in your party to abolish ICE altogether and you're looking for some halfway measure, make it banning all masks and requiring clear badges and nameplates for all federal agents.

At the very least, we could ID the Proud Boys etc.

Congress can stop ICE. Congress can block the use of force in Greenland. In other words, in this crisis, Congress can act to support civil liberties at home and free nations abroad. To fail to act would be to be complicit in a dreadful outcome.
