You can't remove it because it is not in your server.
You can ban any user ID and it will return a name once your client has cached that user ID. Try doing the same to any other user ID and you'll see exactly the same behavior.

No, it has not.
It is an -application integrated into the discord client-. It is not some invisible Boogeyman bot in your servers.
Banning it by User ID will display the name if it's cached in your client for any reason. Including it having been 'banned' by other servers that didn't have it in.

Add an airlock for new joins with most permissions disabled to users without a set role.

For users that do have the permissions, leave 'Use External Apps' enabled, so if anyone does try to use it, the app will @ the person who just used it in its public reply, effectively outing them.

The entire process is manual. It requires a user willingly and knowingly using a command on an image for the AI to receive it.
No different to copy pasting an image into a genAI website.

We still don't even want the option for it on Discord though.

This can be as simple as being on the latest discord update Vs being a few updates behind.

It is not converting to a username in the server. Only in the users client.

If they have cached that UserID at any point (Which can happen for any number of reasons), then it will return a username.

If they have never cached that userID, no username will be returned.

Correct! And even before this app, people could still just copy your image and feed it into a GenAI outside of discord anyway. Literally all this app is doing is removing the copy paste aspect of that process.
There is no substitute for practicing good social hygiene.

From what I have found, honestly it may be prudent to leave 'Use External Apps' enabled. Disabling it only makes the messages the app creates private.
By allowing it to post, it @'s the user who input the command, effectively outing them for their hubris. Followed with a prompt ban from the server.

The only way I have found that might disable it, is to completely disable application commands from being run in your server.
Which, for obvious reasons, is... Not great.
There are too many useful apps for server moderation and such for that to be viable.

I detest AI in all its forms.
Point is, it is a manual process.
It requires an individual specifically using the app on a selected image for the AI to acquire it. They are not scraping images.

Disabling external apps is not a great solution, sadly! As per the infotext on that option, all it does is make the App's message private to the user, it does not prevent the app's usage.

The bot is not the app. They are two different things.
The app cannot be 'banned', as it is directly integrated into Discord.
I have been writing about this for a while now, so I have plenty of research posted if you wish to read.

The main takeaway, though, is that there is no bot that is scraping your images. It requires a user's manual use of the app, which sends the image off to their service, then returns a result. Which... Is really just a streamlining of a GenAI service. Not a scraper bot.
