Does the constitution allow Congress to delegate to POTUS the power to unilaterally change income tax rates?
If not, why tariffs? They were ~90% of revenue when it was written.

For today’s bonus “One First,” I wrote about the Supreme Court’s 1827 decision in Martin v. Mott—and how, despite what the Trump administration and its supporters claim, it doesn’t come *close* to precluding courts from reviewing a President’s claim that circumstances warrant domestic use of troops:
