Ibu Zayn Rayyan diarah bela diri, bapa dibebaskan
KUALA LUMPUR - Mahkamah Sesyen Petaling Jaya hari ini mengarahkan ibu Zayn Rayyan Abdul Matin membela diri atas tuduhan pengabaian kanak-kanak autistik itu sementara bapanya, Zaim Ikhwan dilepas dan dibebaskan daripada tuduhan sama. Hakim Syahliza Warnoh membuat keputusan itu selepas pihak pendakwaan berjaya membuktikan kes prima facie terhadap Ismanira Abdul Manaf namun gagal membuktikan kes pendakwaan terhadap Zaim Ikhwan. Pasangan suami isteri itu masing-masing berusia 30 tahun. Sebaik keputusan dibacakan, Ismanira dilihat menangis sambil memeluk ahli keluarga. Pada 13 Jun lalu, pasangan tersebut mengaku tidak bersalah di Mahkamah Sesyen Petaling Jaya atas tuduhan mengabaikan anak mereka, Zayn Rayyan yang berusia enam tahun, di bawah Seksyen 31 (1) (a) Akta Kanak-Kanak 2001. Mengikut pertuduhan, Zaim Ikhwan Zahari dan Ismanira Abdul Manaf didakwa bersama-sama sebagai orang yang mempunyai pemeliharaan terhadap Zayn Rayyan, 6, telah mengabaikannya dengan cara yang mungkin menyebabkan kecederaan fizikal. Kesalahan itu didakwa dilakukan di sekitar jalan PJU Damansara Damai di sini, pada 12 tengah hari, 5 Disember sehingga 9.55 malam, 6 Disember lepas. Pertuduhan dikemukakan mengikut Seksyen 31 (1) (a) Akta Kanak-Kanak 2001 dan dibaca bersama Seksyen 34 kanun sama yang memperuntukkan hukuman denda maksimum RM50,000 atau penjara tidak lebih 20 tahun atau kedua-duanya, jika sabit kesalahan. Pada 24 April lepas, pihak pendakwaan menutup kes selepas memanggil 28 saksi pendakwaan sepanjang 20 hari perbicaraan yang bermula pada 4 Februari lepas. Antara saksi pendakwaan yang dipanggil memberi keterangan ialah individu pertama yang menjumpai mayat Zayn Rayyan, iaitu Faizul Najib Abd Munaim, Auni Afiqah Abas yang juga pengasuh Zayn Rayyan, pakar perubatan perunding forensik Dr Rohayu Shahar Adnan, tiga pegawai penyiasat serta dua saksi kanak-kanak berusia 10 tahun. Syed Alwi appointed new HRD Corp chief executive
KUALA LUMPUR – The Human Resource Development Corporation (HRD Corp) has named Syed Alwi Mohamed Sultan as its new chief executive officer, effective today.  “We warmly welcome and extend our heartfelt congratulations to Dr Syed Alwi on his appointment.  “His dynamic leadership and vast corporate experience will support the continuity of our mission to strengthen the country’s human capital development,” the agency said in a statement. Syed Alwi brings over 27 years of experience in strategic leadership across the financial services, banking technology and management consulting sectors.  Before this, Syed Alwi helmed UMPSA Holdings Sdn Bhd – a subsidiary of Universiti Malaysia Pahang Al-Sultan Abdullah – as group CEO for nearly three years. He has also served as president and CEO of Agrobank Malaysia and managing director of BNP Paribas Malaysia Bhd’s Islamic banking division.  He previously held senior positions at Standard Chartered Saadiq, The Islamic Bank of Asia in Singapore, HL Bank Singapore, and MRANTI Corporation, contributing to operational excellence and long-term stakeholder impact.  Syed Alwi holds a PhD in Finance from Universiti Malaya and earned both his Bachelor's in Accountancy and first-class MBA in Islamic Finance from the International Islamic University Malaysia. A-G report flags serious irregularities in Felcra, UKM, defence procurement
KUALA LUMPUR – Serious procurement and governance irregularities involving Felcra Bhd, Universiti Kebangsaan Malaysia (UKM), and the Defence Ministry were among the key findings in the Auditor-General’s Report (LKAN) 2025 Series 2, tabled in the Dewan Rakyat today. Auditor-General Datuk Seri Wan Suraya Wan Mohd Radzi, in a statement, said the three audits – on Felcra’s land leasing, UKM’s tendering process, and the Defence Ministry’s management of armoured vehicles – revealed critical weaknesses in oversight and procurement practices. In Felcra’s case, she said there were governance issues in the leasing of four oil palm plantations between 2022 and 2024, involving acquisitions worth RM241.76 million. At UKM, the audit uncovered “serious irregularities and weaknesses” in the tender procurement process and governance, involving three tenders worth RM58.45 million. As for the Defence Ministry, Wan Suraya cited poor contract administration and procurement management for armoured vehicles from 2020 to 2023. This included RM162.75 million in uncollected penalties and RM1.42 million in penalties that were never imposed on the company for delays in maintenance services. Additionally, RM107.54 million worth of maintenance and supply contracts for armoured vehicles had been split into smaller packages – a practice flagged as improper. The report also highlighted weaknesses in the Domestic Trade and Cost of Living Ministry’s (KPDN) handling of the subsidised cooking oil programme. The audit found no targeted allocation system for vulnerable groups, reducing the effectiveness of the subsidy. Wan Suraya said KPDN’s move since 2016 to reduce the subsidised oil supply quota should continue, as it could help limit leakages and improve targeting, in line with audit recommendations. Separately, she raised concerns over the Finance Ministry’s Selective Pre-Qualification Procurement Method. She said the process “allowed room for manipulation and lacked transparency”, noting that some companies which failed initial evaluations or were not invited were still shortlisted in later stages. “The audit recommends that the method should not be continued and that the open tender method is more appropriate to ensure accountability and transparency in the procurement process,” she said. In total, five audits covering seven ministries were conducted, involving programmes, activities and projects worth RM48.87 billion. The Auditor-General submitted 22 recommendations to ministries, departments, and government-linked companies. Wan Suraya added that audits by the National Audit Department from 2024 to June 2025 helped the government recover RM157.73 million, including through penalty claims, unpaid rent, and tax and duty collections. Decision today on whether Zayn Rayyan’s parents will face defence stage
KUALA LUMPUR – The parents of 6-year-old Zayn Rayyan Abdul Matin, whose death last year gripped national attention, will find out today whether they must enter their defence in court – or be acquitted of child neglect charges. The decision is expected this morning at the Petaling Jaya sessions court, where proceedings began at 9am before judge Syahliza Warnoh. She will decide whether the prosecution has established a prima facie case, meaning there is sufficient evidence to call the couple to testify. If not, they will walk free.  Zaim Ikhwan Zahari and Ismanira Abdul Manaf, both 30, are jointly accused of neglecting their autistic son in a manner likely to cause him physical harm, between noon on December 5, 2023, and 9.55pm December 6. Zayn was reported missing on December 5, shortly after being picked up from school by his mother. His body was discovered the next day in a stream about 200 metres from their home at Block R, Idaman Apartment in Damansara Damai.  The couple face charges under Section 31(1)(a) of the Child Act 2001, read with Section 34 of the Penal Code. If convicted, they could face up to 20 years in prison, a fine of RM50,000, or both.  The trial began in February and concluded in April after 20 days of proceedings. The prosecution called 28 witnesses, including Zayn’s caregiver, forensic experts, three investigating officers and two children.  Zaim and Ismanira, who have claimed trial, arrived at the courthouse around 8.15am accompanied by close family members, including Zayn’s grandfather, Mohd Zahari Reba. Zaim appeared to be limping. The pair did not speak to the media.  Security at the courthouse was visibly tight as the corridor leading to the courtroom was cordoned off, and the media barred from entering. Ringgit rises on 4.5% Q2 GDP estimate, sentiment cautious
KUALA LUMPUR – The ringgit continued to strengthen against the US dollar at the opening session today, continuing from last Friday, as the Malaysian economy was projected to grow higher in the second quarter, signalling that the country’s economy remains resilient.  Malaysia's economy was forecast to grow by 4.5%in the second quarter based on advance gross domestic product (GDP) estimates last Friday, slightly outpacing the previous quarter’s 4.4%.  At 8am, the ringgit rose to 4.2330/2540 against the greenback, compared to Friday’s close of 4.2410/2455.  However, Bank Muamalat Malaysia Bhd chief economist Mohd Afzanizam Abdul Rashid sees the ringgit remaining in a narrow range as concerns over US tariffs continue to affect market sentiment as the Aug 1 deadline looms.  “As such, expect ringgit to range between RM4.24 and RM4.25 today as traders remain fairly cautious," he told Bernama.  At the opening, the ringgit was traded mostly higher against a basket of major currencies.  It dipped against the Japanese yen to 2.8518/8662 from 2.8517/8549, strengthened against the British pound to 5.6790/7072 from 5.6999/7060 and advanced versus the euro to 4.9230/9474 from 4.9336/9388 at Friday’s close.   The local note also trended higher against most Asean currencies.  It rose vis-à-vis the Singapore dollar to 3.2944/3110 from 3.3027/3065, gained against the Thai baht to 13.0608/1337 from 13.3027/3065, appreciated against the Indonesian rupiah to 259.7/261.1 from 260.2/260.6 and edged up versus the Philippine peso to 7.40/7.44 from 7.41/7.43. Dewan Rakyat reopens with post-Asean direction, AI readiness, haj cost in spotlight
KUALA LUMPUR – The second meeting of the fourth session of the 15th Dewan Rakyat, which opens today, will see debates on the direction of the country's foreign policy after the Asean 2025 chairmanship, digital transformation, and the issue of increasing hajj costs among the main agendas.  According to the meeting Order Paper displayed on Parliament portal, Datuk Mohd Shahar Abdullah (Paya Besar-BN) raised a question about the future of Malaysia's foreign policy to the Foreign Minister during the oral question and answer session.  He wants to know how the policy could help Malaysia navigate the increasingly complex and dynamic Indo-Pacific geopolitical landscape.  The digitalisation of the country also received attention when Datuk Seri Ronald Kiandee (Beluran-BN) asked the prime minister to explain the progress of the implementation of the MYDigital initiative, especially regarding the registration of MyDigital ID, the integration of government systems with digital platforms, and its impact on the delivery of public services.  The issue of digital transformation continued with a question from V. Sivakumar (Batu Gajah-PH) to the digital minister. He wanted to know the country's preparedness for the artificial intelligence (AI) revolution, including technology transfer strategies, local talent development, as well as the level of AI integration in governance and key economic sectors.   Datuk Ahmad Marzuk Shaary (Pengkalan Chepa-PN) also asked the prime minister regarding the justification for the increase in the 2025 haj cost, the status of Tabung Haji investments and the amount of unused Malaysian haj quota for the years 2020 to 2025.  After the question and answer session, the sitting will continue with the tabling of the second reading of several bills, including the Consumer Credit Act 2025 and the Solid Waste Management and Public Cleansing (Amendment) Bill 2025.  MPs are also expected to focus on the motion to debate the Annual Report and Financial Statements of the Human Rights Commission of Malaysia (Suhakam) 2023 (Statute Paper 80 of 2025).  Apart from that, two other documents will also be tabled on the MPs' desks, namely the Auditor General's Report 2/2025 and the Suhakam Annual Report 2023.  The second meeting of the fourth session of the 15th Parliament is scheduled to last for 24 days, and among other highlights will certainly be the tabling of the 13th Malaysia Plan on July 31. – July 21, 2025 The post Dewan Rakyat reopens with post-Asean direction, AI readiness, haj cost in spotlight appeared first on Scoop.

‘We have no choice’: DBKL to cut water, take legal action over RM70mil in PPR rent arrears
KUALA LUMPUR – Kuala Lumpur City Hall (DBKL) is stepping up enforcement to recover RM70 million in outstanding rental arrears from tenants of People’s Housing Project (PPR) and Public Housing (PA) units – including cutting off water supply to chronic defaulters and initiating legal proceedings. Mayor Datuk Seri Maimunah Mohd Sharif said the ballooning arrears have significantly strained DBKL’s maintenance budget, impacting essential services for tenants who have been paying their rent responsibly. “Rental collection is our primary source of income for financing management and maintenance – cleaning, utility bills, lift maintenance, and public facilities,” she told Scoop when contacted. “When tenants do not pay, the burden does not fall on DBKL alone. It is the entire community that suffers through delayed maintenance, malfunctioning lifts and an overall decline in their living environment. We must be fair to those who honour their obligations every month.” In response, DBKL has set up a special Task Force on Rent Defaulters to ensure tenants are given adequate opportunity to clear their dues before any enforcement is carried out. “We do not cut water immediately. Tenants are given several reminders, including written notices and face-to-face negotiations, and we even offer structured instalment repayment plans for those genuinely unable to pay in full,” she said. This is permitted under Clause 9 of the DBKL Flat Rental Agreement, and it is necessary to protect responsible tenants who do pay.” As of June 30, DBKL recorded 2,356 tenants who had not paid rent for between six months and a year, totalling RM2.519 million in arrears. “Overall, unpaid rentals across PPR and PA have reached RM70 million. With low rental rates and rising costs, this shortfall severely undermines our ability to keep housing complexes in good condition,” she said. When asked whether DBKL would consider offering discounts or partial waivers – especially for B40 households – Maimunah ruled out the possibility. “Not at this time. It would not be fair to those who pay diligently or to the taxpayers. We do, however, offer instalment repayment schemes for tenants who come forward and engage with us. The key is communication – we are always ready to listen and assist those who genuinely want to resolve their arrears.” She said many law-abiding tenants supported DBKL’s tougher approach. “The majority of tenants who pay their rent every month welcome enforcement. They know that these payments are crucial to keeping their surroundings clean, safe and well-maintained. Any shortfall means certain services suffer, and this affects everyone – especially the tenants who do their part by paying on time.” To manage costs more effectively, DBKL is also encouraging greater community involvement. “Cleaning services are still handled by appointed contractors, but we urge residents to help by reporting maintenance issues and giving feedback through our ePerumahan and Adu@KL platforms. Preventing vandalism and taking care of shared spaces can significantly reduce repair costs,” she said. Maimunah urged tenants to value the heavily subsidised rental rates provided by DBKL and to fulfil their payment responsibilities. “Rental arrears only grow heavier with time, eventually leading to legal action, eviction and the risk of losing their homes. We do not want to take such steps, but we will when chronic defaulters give us no alternative. Our duty is to ensure fairness and sustainability for the entire PA and PPR community.” DBKL is also working closely with residents’ associations, representative councils and community leaders to raise awareness on the importance of timely rental payments. “This is not just about DBKL’s finances. Langgor FC crowned Piala Rakan Grab champions as community tournament unites drivers across Malaysia
KUALA LUMPUR – Langgor FC from Perak emerged as national champions at the Piala Rakan Grab finals, wrapping up a year-long grassroots tournament aimed at uniting Grab’s driver- and delivery-partners through football. The final showdown, held in conjunction with the Festival Rakan Grab, marked the climax of a community campaign that spanned 11 cities and involved more than 1,200 Grab partners and their families. Malaysia’s criminals strike with calculation, and public silence helps them get away with it: criminologist
KUALA LUMPUR — Crime in Malaysia is more often calculated than random, with most victims unknowingly falling into one of three categories, says veteran crime analyst Kamal Affendi Hashim. Speaking on the Scoop Insight podcast, Kamal emphasised that understanding how criminals choose their targets is essential to reducing personal risk. “A victim by chance is simply in the wrong place at the wrong time,” he said “A victim by choice is specifically targeted — criminals observe your routines, study your weaknesses, and strike when you’re least able to resist. “A compliant victim becomes entangled through relationships or disputes, making them easier to exploit.” Kamal noted that most criminals rarely act on impulse. “They plan. They study. They gather information about your habits, movements and vulnerabilities. Even something as simple as coming home at the same time every day can make you a predictable target.” He added that criminal motives and methods often fall into distinct patterns. “Pathological offenders kill due to psychological disorders or compulsions, so their actions defy rational explanation. “Relational murders are driven by personal ties — family, friendships, romantic links. “Organisational killings are motivated by profit, revenge, or to protect criminal operations,” he said. Kamal urged Malaysians to adopt simple preventive measures. When we see violence and do nothing, we’re not neutral — we’re empowering the aggressor. “Our silence gives criminals the confidence to continue,” he said. He added that domestic abuse, in particular, often escalates because early warning signs go unheeded. “Every scream, every cry is a chance to intervene. But when we dismiss it as ‘not our business’, days later someone ends up dead. “Then we all rush to blame the police — but where were we?” Kamal said that crime prevention requires both individual vigilance and collective responsibility. “Crime does not discriminate. Whether you’re B40, M40 or T20, anyone can fall victim. “Prevention, intervention and rehabilitation are the three pillars of reducing crime. It only takes seconds to call 999. “Don’t wait until it’s too late and then blame the authorities. Ask yourself — are you upholding the law, or siding with the criminal through your silence?” He concluded that knowing how criminals select their victims — and understanding the mindset behind different types of offenders — can help individuals become less vulnerable. “That awareness could one day save your life.” Separately, police have urged the public to play a more active role in crime prevention, highlighting tools such as the Volunteer Smartphone Patrol app, which has been credited with helping reduce house break-ins during festive seasons. According to the Department of Statistics Malaysia, reported violent and property crimes rose by three per cent in 2024 to 67,984 cases — including 258 murders and 1,914 rapes. The Women, Family and Community Development Ministry also reported a surge in domestic violence, with 7,116 cases recorded last year compared to 5,507 in 2023. Kelantan uni students among 3 fined up to RM4,000 for porn on their phones
KOTA BHARU – Three men, including two institution of higher learning (IPT) students, were fined between RM3,000 and RM4,000 in the Magistrate’s Court here today after they pleaded guilty to possessing pornographic videos and images on June 18. The accused, Muhammad Al Azamuddin Al Fadzil, 22, and Mohamad Syahmi Firas Mohd Jurij, 27, were each fined RM4,000, while Mohd Hanafi Ibrahim, 47, was fined RM3,000 after pleading guilty to the charges read separately before Magistrate Wan Mohd Izzat Wan Abdullah. The three men were charged with possessing pornographic images and videos on their respective mobile phones at a house in Jalan Kemumin, Kampung Pulau Belacan, Panchor here, at 1.15am on June 18. All the accused were charged under Section 292 of the Penal Code, which provides for a prison sentence of up to three years or a fine, or both, if convicted. Appearing for the prosecution were deputy public prosecutors Muhammad Nadzir Abdullah and Nur Haziqah Hassan, while the three accused were represented by lawyer Chong Yin Xin. Earlier Muhammad Nadzir and Nur Haziqah requested the court to impose an appropriate sentence on the accused as a lesson to society, considering the accused's immoral actions and violation of public norms. However, Chong requested that her clients be given the minimum possible fine because they had all repented and promised to change. “My client Mohd Hanafi has a health problem and underwent brain surgery in 2016. He is currently supported by his sister, who is a persons with disabilities (PWD) working in a restaurant. AADK unveils ‘client-friendly’ rehab module with holistic, evidence-based approach
BANDAR BAHARU – The new treatment and rehabilitation module introduced by the National Anti-Drug Agency (AADK) emphasises a holistic, client-friendly and evidence-based approach. AADK director-general Datuk Ruslin Jusoh said the new module is the agency's effort to strengthen the country's drug addiction or abuse treatment and rehabilitation system in line with current needs. The launch of this new module is a significant step for AADK in ensuring that treatment and rehabilitation methods and approaches remain relevant to current changes, particularly those involving drug addiction issues. "Furthermore, this module was designed in collaboration with all parties, encompassing a biopsychosocial-spiritual integrated approach and evidence-based treatment and rehabilitation methods," he told reporters after officiating the AADK Open Day at the Narcotics Addiction Rehabilitation Centre (PUSPEN) here today. KUALA LUMPUR – Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar has reminded civil servants not to participate in a rally scheduled to be held in Kuala Lumpur on Saturday (July 26). He said it is inappropriate for civil servants to join such a gathering, as doing so would be inconsistent with the principle of ‘Loyalty to King and Country’, as enshrined in the Rukun Negara (National Principles). “They shouldn’t go. Schools may close if air quality worsens, five areas hit unhealthy levels: DOE
KUALA LUMPUR – Parents, schools and communities have been placed on alert as five areas in the country recorded unhealthy air quality as of 3pm today, prompting the Department of Environment (DOE) to activate its haze contingency measures. According to DOE director-general Datuk Wan Abdul Latiff Wan Jaffar, Nilai in Negeri Sembilan registered an Air Pollutant Index (API) of 162, while Banting and Johan Setia in Selangor recorded API levels of 154. Putrajaya and Alor Gajah, Melaka, followed closely with readings of 139 and 110, respectively. “The deterioration in air quality is due to the movement of haze smoke entering the country’s region over the past 24 hours, with no large-scale fires detected within the country so far,” he said in a statement issued by the DOE. Satellite images from the National Oceanic and Atmospheric Administration (NOAA) 20, as cited by the Asean Specialised Meteorological Centre (ASMC) on July 19, detected 65 hotspots in Sumatra, 30 in Kalimantan, and four within Malaysia – two each in Pahang and Selangor. While the ASMC’s regional haze map dated July 20 showed no visible haze plumes, dry conditions were reported in southern Peninsular Malaysia and several parts of Indonesia, including Sumatra and Kalimantan. To manage the situation, the National Open Burning Action Plan and the National Haze Action Plan (PTJK) have been activated to coordinate inter-agency response. “Among the measures outlined under PTJK include the activation of the Disaster Management Committee by the National Disaster Management Agency (NADMA) if the API exceeds 150 for more than 24 hours. “In addition, all outdoor activities outside the classroom must cease when the API exceeds 100, while schools, kindergartens and childcare centres will be closed immediately if the API exceeds 200. Cloud seeding operations will also be carried out depending on cloud availability and suitable weather conditions when the API stays above 150 for over 24 hours,” the DOE said. Authorities are also warning against open burning, especially in high-risk areas such as landfills, forests, peatlands and plantations. Landowners have been urged to monitor their properties closely to prevent encroachment and unauthorised burning. “The public is reminded not to carry out open burning, as it is an offence under Section 29(A) of the Environmental Quality Act 1974, which carries a fine of up to RM1 million or imprisonment of up to five years, or both,” the statement added. Additionally, compounds of up to 50 per cent of the maximum fine may be imposed for each offence. Members of the public are encouraged to report cases of open burning to the Fire and Rescue Department via 999 or the DOE hotline at 1-800-88-2727. MACC links two more firms to data centre graft after suspect tried to burn RM1mil cash
KUALA LUMPUR – The Malaysian Anti-Corruption Commission (MACC) has identified two more companies suspected of securing data centre construction projects through bribes—an investigation that earlier saw a project manager attempting to burn nearly RM1 million in cash to destroy evidence. According to a source familiar with the matter, several company directors have also been identified and will be called in to assist in the probe, Bernama reported. "The investigation also found that the main suspect, the project manager, admitted to having asked for about three per cent of the project value from any company that wanted to obtain a project from a prominent construction company," the source said today. The suspect is believed to have provided inside information, including leaked tender prices, and helped ensure that companies who paid bribes were given priority in the selection process. "This bribe was paid in stages according to the progress of the project payment and it is understood that there are several million more that have yet to be paid by the company to the suspect as per their agreement," the source added. The case made headlines last week when the project manager—linked to a major construction company—reportedly attempted to destroy evidence during a MACC raid under Op Ways at his Petaling Jaya home. MACC officers found bundles of RM100 notes amounting to nearly RM1 million being burned. A further search uncovered approximately RM7.5 million in cash hidden in pillow boxes, along with luxury watches including Rolex, Omega and Cartier brands, and various items of gold jewellery. On Friday, the MACC arrested the contract manager, his wife, and two other men in their 40s to 60s around the Klang Valley. End ‘satay politics’ if Umno wants to recover: Asyraf Wajdi
BUKIT GANTANG – Umno risks self-destruction if it fails to stamp out factionalism and infighting, warned party secretary-general Datuk Dr Asyraf Wajdi Dusuki, who likened the deepening internal strife to a corrosive game of “satay politics”. Speaking at the opening of the Bukit Gantang Umno division meeting today, Asyraf said the party’s repeated failure to unite was costing it credibility with the public – a crisis that could derail its hopes of a meaningful comeback at the 16th general election (GE16). “We must avoid this culture of provoking tension, forming camps, and fuelling division among leaders and members,” he told reporters. “I emphasised to the delegates that unity is fundamental.” The term “satay politics”, he explained, was a fitting analogy for the party’s destructive tendencies: “There are those who skewer, those who fan the flames, those who grill, and those who keep flipping the narrative back and forth. KOTA BHARU - Tiga lelaki termasuk dua penuntut institusi pengajian tinggi (IPT) didenda berjumlah RM11,000 oleh Mahkamah Majistret di sini, hari ini kerana memiliki gambar dan video lucah selepas ditahan dalam serbuan di sebuah kediaman di Kemumin, pada 18 Jun lalu. Tertuduh Mohd Hanafi Ibrahim, 47, didenda RM3,000 manakala Muhammad Al Azamuddin Al Fadzil, 22, dan Mohamad Syahmi Firas Mohd Jurij, 27, masing-masing didenda RM4,000 selepas mengaku bersalah di hadapan Majistret Wan Mohd Izzat Wan Abdullah. Semua tertuduh diwakili peguam, Samantha Chong Yin Xin. Mengikut kertas pertuduhan yang dibaca secara berasingan, semua tertuduh didakwa memiliki gambar dan video lucah dalam telefon bimbit masing-masing. Perbuatan itu dilakukan di sebuah rumah di Jalan Kemumin, Kampung Pulau Belacan, Panchor, di sini, pada jam 1.15 pagi, 18 Jun lalu. Mereka didakwa mengikut Seksyen 292 Kanun Keseksaan yang memperuntukkan hukuman penjara sehingga tiga tahun atau denda atau kedua-duanya jika sabit kesalahan. Pendakwaan dikendalikan Timbalan Pendakwa Raya, Muhammad Nadzir Abdullah dan Nur Haziqah Hassan. Terdahulu, Muhamamd Nadzir dan Nur Haziqah memohon hukuman setimpal dikenakan terhadap tertuduh sebagai pengajaran kepada masyarakat awam kerana tindakan itu tidak bermoral dan bertentangan dengan norma awam. Samantha pula memohon anak guamnya dikenakan denda minimum kerana sudah insaf dan berjanji akan berubah. "Mohd Hanafi mempunyai masalah kesihatan otak serta pernah menjalani pembedahan kepala pada 2016 dan kini ditanggung kakaknya. "Muhammad Al Azamuddin adalah penuntut universiti tahun pertama dan Mohamad Syahmi Firas adalah penuntut akhir di politeknik. "Mereka berjanji tidak akan mengulangi perbuatan itu dan keluarga berjanji akan membimbing mereka ke jalan yang benar selepas ini," katanya, lapor BH. Jika gagal membayar denda, mereka perlu menjalani hukuman penjara enam bulan. Mengikut laporan sebelum ini, polis menyerbu pertemuan kumpulan di sebuah banglo di Jalan Kemumin, di sini, yang dipercayai disertai hampir 100 lelaki. Serbuan dibuat hasil risikan dan maklumat awam pada jam 1 pagi pertengahan bulan lalu itu menahan 20 lelaki selain merampas ratusan kondom dan ubat HIV. Sementara itu, Timbalan Menteri Besar Kelantan, Datuk Dr Mohamed Fadzli Hassan, dalam satu kenyataan hari ini meminta polis melakukan siasatan menyeluruh berhubung serbuan ke atas satu perjumpaan di Kemumin, Kota Bharu bulan lalu bagi mengelak salah faham. INPUMA anjur sesi libat urus awam himpun input Rancangan Malaysia ke-13 di Sabah
KOTA KINABALU - Institut Antarabangsa Polisi Awam dan Pengurusan (INPUMA), Universiti Malaya mengadakan sesi libat urus awam selama dua hari di Sabah bagi mendapatkan pandangan dan cadangan daripada penduduk setempat bagi Rancangan Malaysia Ke-13 (RMK13). Kata beliau, pihaknya gembira kerana Sabah dipilih sebagai destinasi, untuk terlibat sama dalam proses mengumpul dan menghimpunkan input yang disasarkan. Barisan rentas parti: Bersatu hanya buang masa kerjasama dengan parti ‘tangkap muat’, kata penganalisis
KUALA LUMPUR - Usaha Bersatu untuk menubuhkan barisan rentas parti dalam kalangan parti pembangkang disifatkan hanya membuang masa malah tidak akan mampu menarik sokongan bukan Melayu yang amat diperlukan Perikatan Nasional (PN). Penganalisis politik dari Universiti Malaya (UM), Mohammad Tawfiq Yaakub berkata, malah parti-parti ‘kecil’ yang menyertai perbincangan bersama Presiden Bersatu, Tan Sri Muhyiddin Yassin tidak menambah nilai dari segi kekuatan kepada gabungan pembangkang itu. “Bagi saya kalau Bersatu nak tambah sekutu politik carilah yang masih ada kekuatan, barulah memberi kejutan dan nilai tambah kepada momentum PN atau gabungan rentas parti. “Misalnya MIC dan MCA yang masih ada sokongan di beberapa kawasan dan masih mempunyai kerusi Parlimen serta Dewan Undangan Negeri. “Jika Bersatu ingin meneroka undi atau meraih sokongan segmen pengundi bukan Melayu, Bersatu perlu kenalpasti parti berpotensi bukan main tangkap muat untuk menggambarkan gabungan tersebut mewakili parti berbilang kaum. “Di sini juga membuktikan Gerakan dan Parti India Rakyat Malaysia (MIPP) telah gagal membantu PN selama ini untuk meraih undi bukan Melayu “Sehingga menyebabkan Bersatu perlu mencari sokongan dari parti parti politik lain bagi mewujudkan gabungan rentas parti berbilang kaum,” katanya kepada Scoop hari ini. Beliau berkata, Bersatu telah memilih strategi yang silap apatah lagi mesyuarat berkenaan tidak dihadiri oleh pemimpin utama atau wakil PAS. “PAS telah menghantar isyarat jelas bahawa mereka tidak bersetuju atau tidak berminat dengan pendekatan Bersatu tersebut dan peringatan tegas bahawa PAS boleh bergerak dalam PRU tanpa Bersatu. “Malah PAS juga mungkin tidak merestui tindakan Bersatu tersebut kerana bagi mereka PN sudah cukup menggambarkan gabungan berkenaan mewakili rentas kaum iaitu ada PAS, MIPP, Gerakan dan Bersatu,” katanya. Jumaat lalu, Pengerusi PN yang juga Presiden Bersatu, Tan Sri Muhyiddin Yassin dilaporkan mengadakan pertemuan dengan seramai 11 ketua parti blok bukan kerajaan bagi membincangkan cadangan penubuhan sebuah barisan rentas parti dalam kalangan parti pembangkang. Beliau berkata, cadangan itu bertujuan untuk memperkukuhkan peranan semak dan imbang parti-parti pembangkang di dalam dan di luar Parlimen. Ramasamy. Bagaimanapun, pertemuan berkenaan mencetuskan polemik apabila tiada wakil PAS terlibat, namun Naib Presiden PAS, Datuk Idris Ahmad menjelaskan pemimpin parti itu tidak dapat hadir kerana terikat dengan program lain di Kedah, meskipun maklum berkenaan pertemuan terbabit. Sementara itu Geostrategis dan Felo Kanan Akademi Penyelidikan Strategik Nusantara (NASR), Profesor Madya Azmi Hassan berkata, cadangan penubuhan pembangkang rentas parti itu tidak akan berjaya kerana dibayangi kesangsian orang bukan Melayu terhadap ideologi PAS yang ekstrem. “Jadi tujuan utama perbincangan adalah untuk menarik parti-parti kecil ini duduk semeja dengan Bersatu tanpa kehadiran PAS. “Tapi dalam pelan besar, bila parti-parti ini bersetuju dengan cadangan itu, PAS akan turut serta tapi atas sebab khidmat mereka atau keanggotaan dalam PN. “Jadi dalam hal ini mahu tidak mahu, komposisi pembangkang rentas parti ini akan dibayangi oleh PAS secara tidak langsung, sebab itu saya katakan sukar untuk ianya berjaya, kerana paling penting adalah untuk menarik pengundi bukan Melayu. “Pengundi bukan Melayu ini mereka berasa sangsi terhadap PAS, sebab atas pandangan ekstrem itu, sebab itu PN gagal untuk tubuh kerajaan Persekutuan. “Sebab itu penubuhan pembangkang rentas parti ini juga akan gagal, mungkin mula nampak elok, ada persetujuan, tapi bila hendak dekat pilihan raya, umpamanya bagi pembahagian kerusi, PAS akan menjadi dominan dan di situlah akan menggoyangkan kerjasama pembangkang rentas parti ini,” katanya. - 20 Julai, 2025 The post Barisan rentas parti: Bersatu hanya buang masa kerjasama dengan parti ‘tangkap muat’, kata penganalisis appeared first on Scoop.

Mistakes cost Pearly-Thinaah title as Malaysian pairs fall short in Japan Open finals
KUALA LUMPUR – It was a case of so near yet so far for Malaysia at the Japan Open as national women’s doubles pair Pearly Tan and M. Thinaah, along with men’s duo Goh Sze Fei and Nur Izzuddin Rumsani, fell at the final hurdle today. Pearly and Thinaah, who had a superb run throughout the tournament, could not convert their form into a golden finish, falling 21-15, 21-14 to world No. 1s Liu Sheng Shu and Tan Ning of China in the final in Tokyo. National women’s doubles head coach Rosman Razak admitted the better pair won on the day, but credited his charges for a commendable week. “We lost to the better pair today,” said Rosman. “Pearly and Thinaah tried to vary their shots, but they made too many simple mistakes. “The Chinese pair were very consistent in both defence and attack. Still, Pearly and Thinaah played very well throughout the week. The progress is ongoing, and they’re trying to stay positive for one more week in China,” he added. The Malaysians, who recently signed new long-term contracts with the Badminton Association of Malaysia (BAM), are expected to continue their campaign at the Super 1000 China Open this coming week. Rosman stressed that recovery will now be the top priority before the next tournament. Scrub toilets or pay RM10,000: Nga pushes MPs for tough law on litterbugs
KUALA LUMPUR – Housing and Local Government Minister Nga Kor Ming has urged all Members of Parliament to give their full backing to the proposed Community Service Bill, which is scheduled to be tabled in the Dewan Rakyat tomorrow. The Bill, aimed at curbing littering, introduces mandatory community service orders alongside compound fines. Offenders will be required to don green uniforms provided by the Solid Waste Management and Public Cleansing Corporation (SWCorp) and carry out tasks such as sweeping streets, cleaning drains, and scrubbing public toilets for up to 12 hours. Speaking at the launch of Kuala Lumpur Architecture Week 2025 today, Nga said the proposed legislation is designed not only to instil civic consciousness but also to improve Malaysia’s image ahead of the Visit Malaysia 2026 tourism campaign, local media reported. “Tomorrow afternoon I will table the Community Service Bill. Anyone caught littering will be subject to a community service order, in addition to a compound. They will be given a green uniform by SWCorp and made to help city workers clean drains, sweep roads and wash toilets for 12 hours,” he was quoted as saying “Anyone who fails to comply with the community service order may be sentenced to jail by the Magistrate’s Court in accordance with its jurisdiction. As I have emphasised, cleanliness is half of faith. “Maintaining cleanliness is a duty for all of us. We want to ensure that when tourists arrive, they see Malaysia as clean, beautiful, charming, and fragrant—not dirty,” Nga added. He said the government intends to enforce the law within the year, noting its proven effectiveness in countries such as Sweden, Japan, and Singapore. “This is the time. We cannot afford to wait any longer. We will ensure the law is implemented this year,” he said. The Bill includes amendments to the Solid Waste and Public Cleansing Management Act 2007 (Act 672) and the Street, Drainage and Building Act 1974 (Act 133). In a statement earlier this year, the Housing and Local Government (KPKT) ministry said that, under the proposed amendments, individuals who fail to carry out their community service orders could face fines of between RM2,000 and RM10,000. This is a marked increase from the current penalty range of RM500 to RM2,000 or imprisonment of up to one year. The ministry said the community service order is intended to raise awareness and promote a culture of responsibility regarding public cleanliness. “KPKT has also held special briefing sessions with Members of the Dewan Rakyat and Dewan Negara in Parliament to explain the proposed amendments and their implications,” it said. ‘We’re sorry’, Autogate system restored after massive disruption at borders, no sabotage involved: AKPS chief
SEPANG – The automated gate (autogate) system for foreign travellers at Malaysia’s key entry points has been fully restored as of last night, following widespread disruptions that left hundreds of thousands affected. Malaysian Border Control Agency (AKPS) Director-General Datuk Seri Mohd Shuhaily Mohd Zain confirmed the system is now operating at full capacity, and extended an apology to those inconvenienced. “I was informed that 380,000 foreign visitors were affected by the autogate disruption yesterday. “In response, AKPS instructed all entry counters to be operated manually by officers on duty to ensure smoother movement in and out of the country,” he said during a press conference at the Kuala Lumpur International Airport (KLIA) today. When asked if sabotage may have been behind the disruption, Mohd Shuhaily said investigations were ongoing but dismissed sabotage as the likely cause at this time. “I do not want to speculate, as that may worsen the situation,” he said. He added that the disruption is believed to have stemmed from a data integration issue between the Malaysian Immigration System (MyIMMs) and a security database belonging to an international enforcement agency, resulting in slow cross-checking processes. Asked for assurances that similar incidents will not recur, Shuhaily said the matter was beyond the agency’s control but pledged that AKPS would do its best to prevent future disruptions. Media reports yesterday said the autogate system for foreign visitors began experiencing disruptions on Friday, believed to be caused by a data integration issue that hampered the MyIMMs cross-verification process. The incident led to long queues and congestion at several major entry points, including KLIA Terminals 1 and 2, the Sultan Iskandar Building Customs, Immigration and Quarantine (CIQ) Complex (CIQ BSI), and the Sultan Abu Bakar CIQ Complex (KSAB).
