The adventuring has got nothing on WoLTeller's previous life as a sailor. Both knees, right elbow and left shoulder all crackle if he doesn't move for a while, he has trouble with the more finesse based weapons because his hands claw up from gripping ropes, Axe and capstans....

Does your WOL/OC have some joint pain from adventuring? With how much they fight, jump from high places, do various strenuous emotes or things of that nature?

I don't see where Dep of Agriculture has the authority to direct the states as such here, especially since the states are most likely using what ever funding was already excised back to the States. The money was appropriated, and the states are disbursing inline with the original appropriation
