In this respect, Tipu paralleled his ally Napoleon, who spread practices of private landownerhip throughout Europe in his conquests. Perhaps there is some truth in the British rumors of "Citizen Tipu."

Earlier, in 1820, enslaved preachers in Edgecomb County, NC, convinced their congregants that the national government had set them free. This idea of being liberated by a more powerful, distant sovereign resembled similar beliefs held by European peasants.

The rumors that spread among enslaved people in the South often related to politicians from the North declaring them free and caused them to prepare to mobilize. For example, in 1836, a rumor that Van Buren would free the slaves prompted great rejoicing.
