It's a question of solidarity: how many people do they *actually* represent in terms of protest action? And will the public stand with them? The division between the public and private sectors is very deliberate, eh.

Again, it's odd to say you don't operate unsafe schools while also reopening schools you haven't finished repairing. It really would be great to know what "safe" means to the MoE.
