Also, do not cheap out on the power supply. Middle of the road in price wise is good enough, do some googling on brand reliability to get a feel for what you can get in your budget range. Also google "What size PSU do I need for <make/model> GPU?" Will give you needed/recommended power wise.

One thing to keep in mind for the GPU. If you are not getting the same make/model GPU you need to check how much power it needs and see if your current Power Supply can handle it. If not, you'll need a new Power Supply or your PC will either A: not turn on B: turn on for a second then turn off.

I second this, but I'm struggling to just get a new headset. mine is so old it still uses micro-usb, already had to buy new earpads, the boom mic has a short in it and one side is held on with tape and an old comb for strength. I wish you luck in getting the GPU funded.

But my very first thought on culprits is the GPU. I have not heard of the image fixing because of lower refresh rate before, but those lines and stuff are deff what happens when your GPU starts it's decline to brickville.

It could also be your GPU starting to fail and not able to handle the refresh rates it used to be able to. Another thing you can try is if you know someone else with a gaming pc nearby, take the monitor over to them and see if it does it on their pc too.

Have you made any physical changes lately like what HDMI cable you use? Not all HDMI cables are the same, just as some USB cables are only for charging and some send data too. Also, the HDMI cable may have degraded or a connection corroded if there's humidity in the air constantly.
