Both campaigns deny they did this. It seems to be an independent actor who is using the city’s most vulnerable population as props in a political stunt. It’s meant to highlight Keller’s ineffectiveness on this issue. Seems to be backfiring. Here’s a good article:

Every time he pardons one of these notorious criminals I think of all the people who worked and built the cases over long periods. I think of the lawyers who tried them and the jurors who convicted them. It’s such a slap in the face to their hard work and the rule of law.
