I read the full article and it's stated throughout that it's believed this memo is directing facilities to ignore the existing law and changes are still not official, so I guess I'm not getting the same impression you are.

Unfortunately, as long as people keep complying in advance and not doing anything to stop him, they absolutely can. Our laws aren't worth the paper they're printed on if no one cares enough to actually enforce them, and this is where we're at currently.

I'm so sorry you're going through this, there is almost nothing more painful than watching your loved one getting ill and not having many options to help them. 😥 I hope you'll have more time with sweet Tokki, and that time will be filled with love, warmth, and comfort. 💜💜💜
