politicians (and the powerful in general) have upgraded
the air filtration in their own buildings, so i think that is
an avenue that can be leveraged.

by masking. most won't do it. that means that they

you could require alt text, but you can't require users
to make it useful. on the other hand, you can build in
auto-o.c.r. and description algorithms.
