As someone who lost a classmate and a cousin in the Vietnam War, this tragedy brought back that horrible feeling when I realized my peers were dying for nothing. We had all been lied to.

I remember reading about this policy at the time, and admiring the sentiment behind it. Yes, atrocities and authoritarianism are not carried out exclusively by the top bosses - they require the acquiescence and participation of the bureaucracy to pervert norms, including police and the judiciary.
