IMO the subway should also be free, but that is another discussion. Where I'm from the buses and the subway all work under one ticket system. I say just tax the people and stop with the fares, that only create problems with evasion.

Most government employes don't provide a charged service, yet they do their work anyway. If you wanted the sustem to pay for itself you would need to charge waay more, and that would defeat the whole purpose.
I've seen private bus systems and they are a mess.

But you said the MTA has a giant deficit. That is because its funding isn't dependent on ticket sales. Most public transport around the world works on public funds. And most buses don't compete with the subway, but rather work as a complement.

How is it bad in the case of public transport? What signal does it send?
