The tried & true way to advance a program or project is to promise it in a local self-help county sales tax — just to unlock planning/enviro review funds.

CAHSR doesn't open for another 7 years! ppl traveling through the Central Valley still need transit options! The state should be beefing up bus service to get people in the habit of connecting to CAHSR, not cutting it.
