My kids went to school in Okinawa, Spain, Germany, and 3 US states, not counting college years. DoD schools were the best of all of them.

Chicago's an international seaport and has two international airports. 1/2 dozen RRs, some international, pass through.

That makes it perfect as a smuggling hub, like Seattle, Brownsville TX.

Usu. we own facilities & equipment. Guest trainees (or whatever proper jargon) and training are supported/funded by their home nation, bur use our stuff.

Often for less-well-off countries we partly or fully subsidize costs. Many Central American death squads were CIA-trained at our expense thusly.
