Honestly, I don't get it. Why not increase budgets of existing ERC grants so that they reach 20-30% success rates, instead of just another grant with a minuscule success rate, but new bureaucracy, and huge waste of time, money and resources for 90%+ projects that are written and reviewed in vain.

I totally agree! Completely wrong direction imo. It would be better and more efficient to increase funding rates of existing schemes funding more of the already fundable, great ideas for projects that are out there instead of yet another call with, most probably, less than 10% success rate.
