I don't know why I worded it vaguely. It's Hsu-Hao from Mortal Kombat. They definitely dropped the ball with that character when he had done some of the most insane shit in the franchise. A little respect was put on his name in the comics, but it's not enough.

There is only one Mongolian character I know of and he's hated despite being one of the more cool characters in that franchise due to his chaotic nature.
