help me remember anime plz

help me remember the name of this anime.
I think it was an OVA in the late 80s/early 90s. I only remember one episode coming out, but I know it wasn't a full series.
The episode features the end of a basketball tournament happening at the SAME time as an enormous school festival. Then I think monsters attack? It felt like every supervising animator was given full control over their section, and no one checked in on eachother, so its beautiful, but the plot almost doesn't connect at all. I remember the main character lives in a house, on an island in a lake, in the middle of the city

There are plenty of aspects of early RWBY production I would never go back to. The software, the pipeline, the almost 1 min/week frame quota.

I’ve been thinking about this today after spending almost 2 hours trying to draw a single pose sketch of a character… being able to tolerate the frustration and push through when it becomes hard (and it almost always does) is the main trait that you can develop to improve your art
