In a cabinet paper Minister Hoggard took to cabinet earlier in the year reallocating Biosecurity funding to a different incursion, he announced that due to the funding constraints on Biosecurity New Zealand, it couldn't fund responses to moderate to major biosecurity incursions, such as bird flu.

THREAD: While it's good to see the government announce a further $20 million to H7N6 bird flu response, it's worth considering the financial position of Biosecurity New Zealand as a whole. The fact that the detection of the disease at one farm required an addition $20 million should cause alarm.
