Baz Luhrmann is fantastic, and subtlety is for cowards! Romeo + Juliet, Moulin Rouge, and Elvis are all fabulous, and Moulin Rouge may well be the best of the bunch.

Jaymes Samuel would be a fun pick. He’s already made a great Black biblical epic (The Book of Clarence) and a western (The Harder They Fall); he’d probably make a terrific silly pirate movie. At a minimum, the soundtrack and cinematography would be pheonmenal.
