I just find it striking to address and discuss "the British Empire" without really mentioning the oldest colonies.

He's talking about how as the Empire was expanding in the 20s, it was also one generation away from collapse. That the borders of "the United Kingdom" were being redrawn isn't mentioned.

Frankly I cannot imagine a President of Ireland attending a ceremony to mark Partition. I wouldn't want to go to an event to mark Partition.
