This was a nice idea, but wrongly executed. This thinking is how the old council worked. In new gov, the mayor has no power or authority. It is not just the power of the purse that council holds, but full power. And the mayor's job is to execute that.

Being unable to rally the votes to prevent mayoral whims moving in a direction unauthorized by council should should not be a license to enact them. Council is not a reactionary body. Short of a vote from council, there is no directive, period.
Reminder: Wilson's homelessness plan was never vetted, has always been unfunded. Plus, the city was out to lunch during the state transportation package where additional cleanup dollars could have been negotiated (...we barely held onto the 50/30/20 formula split FFS).

This is key and why the current budget adjustment may not be the best tool to redirect the mayor's authority in line with charter reform. The business class and their council members are keen on more power being relegated to the mayor and the budget doesn't correct that.
If Councilors can’t demand good answers, then they are toothless and charter reform will have only achieved moving us from five commissioners to one, with all authority under the Mayor.

Portland City Council will consider an amendment next week to redirect $4.3 million from the city program that sweeps homeless encampments. If passed, the budget adjustment will instead invest $2 million in rent and food assistance, and support for immigrants and refugees.

Wheeler used to declare a state of emergency to bypass council on everything. We specifically stripped the mayor of all authority to enact policy change (including removing the ability to declare a state of emergency). Wilson does not have the power to do whatever he wants, sue him into compliance.
The housing bureau is supposed to focus on the long term solutions to provide stable affordable housing that the market isn't providing, not become a homeless navigation center. If the mayor wants to change that core mission, bring an ordinance to council.

Pair this with the recent firing of the Housing Bureau director, an international expert on social housing. It seems the mayor wants to abandon the mission of the housing bureau in favor of recreating the services that the County is supposed to be offering.

I oppose the resumption of sweeps beginning tomorrow. They are costly, ineffective and cruel. At a time when our Federal government is literally starving our most vulnerable neighbors, we add to that by violently taking from them what little they have? My statement attached.
