There's some line at which the sources no longer support prosopography - the assumptions you have to use to link the records count for more than the records themselves. I wasn't comfortable that I crossed that line. The later sources are so much better.

Is there a data system that tracks NEETs? The HESA data are routinely linked to the National Pupil Database, but that's only one of your Es. LEO tracks students before graduation, so presumably could run the other way but I've never seen it done. No idea about the T.

Couldn't possibly disagree more. The state of the British press today is a symptom of its utter powerlessness to command attention (and therefore revenue); so it can't be a significant barrier to change.

There's a rule that no native English speaker knows when to use 'will' and 'shall', so maybe this is the same? The rules are too deep in our subconscious minds for us to understand them.

Your screengrab says they will be charged based on the start date of the course, so that would seem to suggest that the charge won't be pro-rated between years if they span.

The English HE sector has around £45 billion revenue. The proposed tax is £600 million. You could as well make a 'wasteland' out of Yorkshire with a dining fork.

Worth remembering that the income of English universities is around £45 billion, so this £600 million tax is a very small tax indeed.
