Probably just an update borked on a plugin opr maybe they didn't upgrade their PHP or back end. I'd start from the last change they made and work backwards deleting code until it comes back to life.

Yes and there are other countries like that close by. I have a friend who spent time working in Kazakhstan. He was trying to help but very hard to do that when it is the leaders family who are the prime beneficiaries. Ironically it is where the US is headed now.
