A subtle thing that would make a lot more possible would even be "just" a municipal free payment processor for media outlets. The 2.9% plus 30 cents of something like stripe adds up to a lot across all these different outlets.

As a purveyor of one of those outlets, absolutely. I think ultimately we are gonna need public resources devoted to supporting new media ecosystems.
