Incrementalism has worked in this case though. Public opinion has moved substantially in the past 20 years. This is someone submitting a cert, not SCOTUS overturning same-sex marriage.

That doesn't really happen. Outside of a few markets, big corporations own 2-5% of rental housing. Even in those the areas they own ~25%. The corporations literally state in their investment calls that they make their money due to the shortage of new housing. When housing stock increases rents drop
