This is why I have battery-powered cameras in my car, front and back, active after I park. It's to catch assholes like the person who took the time to scribble across my license plate with a ball-point pen.

I'd allow lots of people to cheat the system to never have another threatening note left on my car because some vigilante street neurologist decided I wasn't sufficiently disabled-looking for my parking spot.
