Yeah, could be. The brain certainly does seem to have weather sometimes, and perhaps the weather has just decided to be bad for a while

Lastly, the opening quest can get a little ... surreal ... as it doesn't seem to account for your level, build or equipment in any way. The Rusted raiders were apparently able to a) KO me in this and b) didn't remove any of this when they tossed me in the cell...
