It takes Congress to declare war. Until then, we're not in a war with these people in boats.
Where's the proof that:
they're carrying drugs?
are headed to the U.S. or a midway rendezvous w/a drug trafficker headed to the US?

I warned them 2015-2024 that they were backing the wrong horse. But did they listen? Nope.
