Any US National Security Strategy exhibits tensions, but this has one b/w a "predisposition to non-interventionism" and anti-globalism.

Note the connection with disobeying lawful orders discussions. As @asharangappa.bsky.social observed quite recently, broad presidential immunity was rested partly on beliefs that lower-level officers would disobey unlawful commands.

In fact, the example at SCOTUS oral argument was SEAL Team 6.

What the "debate misses" is . . . the possibility that the law may change? For now, it appears, it's "almost certainly" illegal?

Did OLC say *any* future strikes were fine w/o regard to facts bearing on LOAC and HRs, like others on board or attempted surrender?

Speculatively, seems likelier that a summer memo would serve as a shield against claims that *all* strikes were unlawful -- not that no one was at legal risk. 2/2
