Why this decision?
🔹 Long subcontracting chains make it more difficult for them as client to have a good overview and cost control.
🔹 To facilitate good order and control in terms of safety, work environment and to prevent work-related crime.

🟢Myth: Limiting subcontracting restricts the freedom to do business.

🔵FACT: Limits are necessary to prevent abusive business models and to protect fair competition. Freedom to do business is not freedom to exploit workers.

Many countries face labour shortages in our sectors. To tackle it, solutions are needed not only to attract, but also to retain workers in the construction and wood sectors:

Practical case of Norway (@Fellesforbundet) was presented as a good example, where limits on subcontracting were introduced in public procurement showing it works and can be done and with companies advocating the model.

The @ec.europa.eu was also present with Francesco Corti from the EVP Roxana Minzatu’s cabinet, mentioning subcontracting and labour intermediaries are going to be addressed at the Quality Jobs Roadmap, which will be published on the 3 December.
