If you are a noncitizen, you need to be resident in Germany for 21 days continuously. You do not need to be a *permanent* resident, but you do need to reside there temporarily.

In theory you don't have to remain in Germany while the rest of the documentation is done, but this can take time.

Well, technically, by living in Germany for a few months. It's certainly feasible and something a lot of people will do, but not quite as simple as, say, visiting a registry office.

The Conservatives are the largest opposition to a Labour Council here, which is a strong by-election argument in an era where Labour are chronically unpopular. I expect a lot of tactical voting to persist over the next couple years.
