Here is NIDA They were relatively effective in maintaining R01 numbers with little or no multi-year funding, but substantially increased UG1, UG3, and U24 cooperative agreements.

Feds planning to change student visas from the duration of academic program to fixed 4-yr term, & then much harder to renew. Could destroy US ability to attract global talent, particularly for STEM. The median time to complete a PhD is 5.7 yrs per NSF. #DefendResearch
