Most agreements cap overhead at 10 per cent, with many core costs still ineligible. 59 per cent of respondents report frequent inconsistencies between funders.

In Canada, a woman or girl is killed every 48 hours. In 2024, 240 women and girls were murdered, a 54 per cent rise over pre-COVID rates.
