This is very simple. When reporters say we spend $100B on SNAP, they know that NO ONE has any idea how big a deal $100B is. It takes ten seconds to add (1.3% of the budget). Now almost everyone has an idea. Why the fuck don't they do it?
I don’t get it either, but I think that wouldn’t go far enough since everything in a budget is a trade off. It would help if they also said something like “compared to ___ spent on petroleum subsidies” or such. Perhaps choosing a comparison would imply bias?
