part of what makes them hard calls is that they will often have significant repercussions for the person who made them and that they considered it a fair price

"You weren't there, I had to make the hard calls" is a great rhetorical device because it supposes that being in charge absolves one of sins. If an airline pilot crashes a plane because of a bad decision they are held to a higher standard than this.
