the character in question must be fully immersed or given feelings that they cannot process normally (elaborations of which could be used as an explanation of incapacitation hypnosis), otherwise it just does not roll
it can however work as a way of representing "breaking out" of the hypnosis

this does not affect incapacitation hypnosis (PK Hypnosis, or anything else that just puts you to sleep literal or practically) as it's as simple as saying "given X condition you're just not able to move right now"

dissertation: believable hypnosis (a-la mind control) is hard to roleplay

for such to be fully immersive you must provide the hypnotized with an altered version of reality that they must act on and depending on the particular scenario and feelings you want to give, it's very tricky
