100%. It’s hard when we’ve done gray area/illegal shit for yrs under all presidents to make a case as to why these actions are special I think….so having leadership on record casually describing the addt’l step of hunting down survivors gives ppl hope of a prosecution that could stick I guess?

They can be both? If a murder violates international law and is committed as an act of aggression against another country or its citizens it is a war crime. Which makes it a more serious offense and still a murder.
