Turns out maybe the obsession with defeating Mega Man/Rockman was masking something else.
Forte is lying on a work table with his torso and upper arms partially disassembled. Dr. Wily is standing off to one side, presumably working at a computer. A tube in Forte's arm is connected to an E-tank hanging from an IV stand. Wily: "I can't believe I agreed to this..." Forte: "Just get to work, Old Man." Panel from later, after Dr. Wily has completed the modifications. He looks exasperated and is pointing off to his left. Wily: "Well? Aren't you going to destroy him?" Jenova was number 2 on my wishlist for this set, and she's exactly the kind of card I hoped for. Her abilities are right up my alley, and Ignatius Budi's art is incredible.
