Gus would have a better memory of Willa than Wynonna would have. Wynonna was a kid & I doubt Ward took a lot of pictures. As an adult Gus would probably realize it more easily. Since they never found a body maybe Gus held out hope that Willa would be found but wanted Waves & Wynonna to have closure

I haven’t seen an explanation from the show but my own head cannon says that’s how Peacemaker identifies them as a revenants. Also, my thoughts are that all the runes shown on Peacemaker somehow match the symbols shown on each revenant.
