That is sort of what happens now with BLE. Some application level stuff is still happening, but it's around audio which makes it more valid. The rest of the stuff are low level improvements.

Still years until we see a wide adoption of these improvements.

This happens to all software, only it happens faster for apps. This is why software developers will be needed. How can the code be structured so we can reuse as much as possible when rebuilding for the new scenarios will be a more important skill than simply producing working code.
