in Ireland it has been utterly normal for rural people to pay for private bin collection for... all of history. if you chose to live in the countryside, where municipal services are inherently less efficient, and don't want to pay more for them, i think its fair not to get them
Cheshire East have closed half their household waste sites to save money and now charge for garden waste collection. This is what you now need to do if you want to visit a site at the weekend or Bank Holiday. Reported fly tipping incidents have increased by 250% in some areas.
