See what it could be is that he uses her as a pet. So while he spoils the crap out of her, he's just showing off that he "owns" her. Plus, if given the right training, she'd also be able to protect him if need be or follow his every command. (Sorry if this wasn't what you were going for ^^;)

The number on it doesn't necessarily mean it's meant for 4 year olds. It's just to let you know that it's safe for anyone 4 and older to be in contact with (choking hazards and all that).
