So, by that assessment, should ANY person in DoD be prosecuted for war crimes over this, Sen COTTON should also be tried and convicted as well, for supporting aformentioned war crimes.

Impeach him! Secretaries are "civil Officers of the United States" and subject to impeachment under the Constitution [Article II, Section 4] for charges of treason, bribery, or other high crimes and misdemeanors.

Just a reminder: 'Alligator Alcatraz' and any other ICE/DHS detention facility in FL during this time are the SOLE responsibility and authority of Gov DeSantis! FL GOP run Congress never filed for reimbursement by DHS, so these were NEVER Federal facilities.
