We’re also engaged with IDHA and JCAR on the current rulemaking process, exploring ways to ensure IHDA reports noncompliant communities to the Attorney General, and looking at ways to further improve the law through additional legislative amendments in 2026-27.

Impact for Equity (as BPI) was heavily involved in the creation of AHPAA, and we remain committed to ensuring the law lives up to the expectations of the legions of advocates who organized for the passage of the law back in 2003.

As of November 20, 2025—more than four months after the June deadline—just ten of 44 communities subject to AHPAA had submitted compliant plans. Of the remaining 34 communities, 18 submitted non-compliant plans, and the remaining 16 communities failed to submit plans.
