The unfunny answer is that I don't think that riff would have been a problem for basic cable, which as I recall wasn't as tightly regulated as tv over the airwaves. So it was up to what Sci-Fi (and its advertisers) were willing to tolerate. They probably (correctly) decided it was fine.
