Deep down it's the same idea as ‘making a todo-list of all the steps’ but also the computer checks you didn't forget anything.

We tend to think of tests as ‘ways to verify some code’, but if you think of them as an auto-verified todo-list they become much more powerful.

It's not that surprising in hindsight. If you are careful about making the computer able to verify the code, then it's a lot easier to write correct code, because the computer will just tell you when it's not.
